Who's in charge of the synod?

Some think that it is the synod bishop, but that would not be quite right. The synod's legislative authority is the Synod Assembly, a deliberative body with voting lay members from each of the synod's congregations plus the clergy in the synod. There is a Synod Council that serves as the interim legislative authority. The synod bishop serves as the pastor of the synod.
